Corruption is the abuse of power or position for endeavors that are not what the position entails, i.e., for personal gain, nepotism, or an unpublicized agenda, usually.
Political corruption is measured at Transparency International, who publish an annual Corruption Perception Index. Beside the usual Third World suspects, Finland is revealed as the least corrupt country as of 2012; the United Kingdom and United States just scrape the top twenty (of the good guys).
