Conservative diplomacy

Diplomacy is the art of letting the other person get your way. Or, alternatively, it's saying "Nice doggy" while looking for a bigger gun rock.

Diplomacy is the act of representing a state and negotiating on its behalf. In the United States, diplomacy is conducted mostly by the State Department.

Many think that diplomacy should be used first, with war and military force only following if necessary. However, the US spends $500 billion a year on Defense, and only $5 billion a year on State. Which do you think has a better chance of being used?
