The H-1B Visa (and the similar L-1 visa) is a guest worker program in the United States for skilled workers with college degrees, often in high technology fields. It has been criticized as a way of replacing computer programmers and accountants with lower paid replacement workers; also sometimes used as a stepping stone to offshoring those jobs entirely. It is beloved by corporate heads like Bill Gates, and the ITAA (Information Technology Association of America), a trade lobby group.
Many politicians that oppose the H-1B Visa program (see Dennis Kucinich) don't seem to have a problem offering a blanket amnesty to 20 million illegal immigrants. Similarly, many politicians that oppose a guest worker program for non-skilled labor and a path to citizenship for undocumented workers support expanding the H1-B visa program. Some politicians are at least consistent and oppose them all (see: Tom Tancredo and Byron Dorgan) or support them all (see: George W. Bush and Hillary Clinton).
