Immigration is the process through which a person enters another country, often permanently.

A person living in a country of which they are not a citizen, usually with the connotation of staying there for a significant period of time, is an alien. (Not that kind.) A person is an "illegal alien" if they have moved to a different country without going through the legal immigration procedures.
