The term references an incident  in which Mitt Romney, on a road trip with his family, drove for twelve hours with his dog Seamus in a carrier strapped to the roof of his car. The Romneys were pulled over by the police as Seamus "Romneyed" all over the highway.

(…) And then there's John Lauber. The attack he endured scarred him for the remainder of his life and haunts its participants nearly half a century later, but Romney? You know, the "prankster" who pinned a gay man down and came at him with scissors as he screamed for help because Romney didn't like the way he styled his hair? He claims not to remember that it even happened at all.

The dog loved it according to Ann Romney, wife of the presidential hopeful. Now does a dog really love being stuck on a roof away from his family?

 Dogs Against Romney
The incident, much lampooned by Democrats and brushed off by Romney, has spawned another website, DogsAgainstRomney.com. They maintain a fairly active Facebook presence and post pictures of dogs in the car with "I Ride Inside" as a caption. Anyone who opposes Mitt Romney can join their "superpack", there are T-shirts and other items you can buy.
On 12 February 2012, a car driven by a protester supporting the site, with an empty carrier strapped atop and a sign which read "The Seamus Express" was pulled over by Littleton, Colorado PD for fear that there might be a dog inside. The police knew that dogs should not be transported that way; Mitt Romney did not.
“”A Dogs Against Romney Pack Member was stopped by the Littleton, Colorado police yesterday for having a dog crate on the roof of his car. The Pack Member , identified only as "Oredigger," was on his way to protest at a Mitt Romney event yesterday with the crate atop his car carrying a stuffed toy dog when the police officer, believing he was actually transporting a live dog on the roof of his car, stopped him.

On 13 March 2012, in response to Romney's skeptical-yet-clearly-misunderstanding sound bite on alternative energy about being unable to put a windmill on top of a car, Stephen Colbert "agreed" with him by stating, "if you put a windmill on top of your car, where does the dog go?"
