'Logically'[edit]

Most surface/accessible water (ie not glacier internal meltwater, water from the deep oceans and deep caves etc) will have been in homeopathic or actual chemical processing contact with 'the homeopathic substances', and will have been shaken, stirred, alembic-ed and otherwise brought into intimate contact with said substances, so will be pre-potentization-ed and be the homeopathic equivalent of the philosopher's stone already.
