In theory, any Jew who teaches Jewish law or the Hebrew language can claim the title of "Rabbi". In practice, it refers to the ordained Jewish clergy.

[edit] Priests

The reference to rabbis as the equivalent of priests might be a bit misleading since Judaism has a priestly class (the kohanim), even if they don't actually function as priests anymore.
