Even parakeets can solve problems to get food and open some types of cage doors. The velociraptor's ability to open the door is perfectly reasonable (although I think it's more likely it would use its mouth, rather than its hands). Muldoon says that "they were testing the fences for weaknesses". If it's true that they had similar intelligence to cats (citation?), then this is also believable as domestic cats show this behavior regularly.
