A scientific hypothesis is the second step in the scientific method - it is an attempt to provide an explanation of an observation, or series of observations. In order for a hypothesis to move forward, it must be vigorously testable and make predictions that can be tested. A hypothesis that has been tested and confirmed through experiment can move on on to the exalted status of being called a "theory".
