Motto[edit]
It appears that the motto, "Patria, Libertad, Trabajo y Cultura" pertains to the State of Mexico. While it is one of los Estados Unidos Mexicanos, or the United Mexican States, it is not the entire nation. In the context of this banner, it makes about as much sense as attaching "Virtue, Liberty and Independence" (the motto of the state of Pennsylvania, where the Second Continental Congress finally approved the Declaration of Independence) to the banner for the fourth of July.
