Technocrat
A technocrat is the holder of a political office mainly qualified through technical or other expertise rather than organic political support or political experience, which they may lack even completely. Current democratic systems rarely appoint technocrats to high offices, because such officers should enjoy the support of the population. Instead, technocrats are usually installed by powerful politicians or autocrats to implement their policies. As such, while they could be claimed to be a more neutral choice than conventional politicians, they actually depend on patronage. The term is also refers to the hypothetical officers of a technocracy, a utopian system of government.
Many of the government ministers nominated by Russian presidents (Putin and Yeltsin) have been described as technocrats.
