Constitution tag[edit]

I think we need to remove the big ol' US Constitution box thingy and replace it with something more general, like the Law one, or the Human Rights one, if we have such a thing. It may come as a shock, but the US isn't the only place with civil rights, nor were they invented by Americans. When I gather the effort, I think I'll add in a load of UK-specific stuff.
