He is, or was, a nutter talk radio host. Used to do "Coast to Coast FM". If you follow the EL on the article to "how to make one", late in the rant the author mentions Art Bell as being one of the only real reporters in existence. That's because Mr. Bell used to let nutters go on about things like aliens, the NWO, and orgone woo on his show... PS, WP does have a good article on him ;) ħuman 16:12, 10 July 2008 (EDT)
