Joseph Howe promoted independence from Britain? Quite the opposite. He was a staunch Nova Scotian-British Nationalist who led a successful anti-Confederation party to power after the passage of the British North America Act. Charles Tupper, who signed the BNA without a mandate from the people of the province, led the failed pro-Confederation party, but was still able to ensure that England wouldn't let Nova Scotia out of the Act.
