Evolutionary screw-up[edit]

Does anyone have any reasonable theory of how the hell this thing could have evolved? Note that I'm not doubting it did evolve, I'm just trying to figure out what possible enviroment could have selected for that incredably bizarre set of attributes. Venom, electrolocation, ten sex chromosomes, two genes previously only found in birds, amphibians and fish? Oh, and according to Wiki, it's genome sequence includes both mammalian and reptilian elements and no-one knows how sex determination is made since it lacks the SRY gene.
