I would say a "dirty bomb" is a WND, in that the scope of its effects (miles and miles and miles if it's big enough and the winds are right) and its long-term effects (conceivably rendering a large area uninhabitable for a real long time) make it more than just a "terror weapon." - And I would say you're right.
