- It does autolimit his IP address (not just the account) to two edit an hour and no page moves. This forces him to use proxies, which have dialup speeds, and the vandal also limits them to the same rate of editing, forcing him to have to get new proxies. Basically deleting and revert his crap is easy than him producing it.
