I'm not sure. I suppose it would depend on whether the authorities on the field can all agree on a standard methodology for testing it. The classic example of a protoscience is psychotherapy (you know, "tell me about your childhood", dream interpretations, and all that jazz). It is recognized as being a legitimate field of inquiry (i.e. not a pseudoscience), but no one has yet worked out an agreed-upon way to apply the scientific method to the field (which is why so much of psychotherapy is untested conjecture).
