Wow, while there is a lot of useful info buried in this, like most WP things it goes overboard on complexity and forgets to teach noobs.

Does it even tell people how to "upload"?

What "upload page"? I don't think it's simpel at all - the first section dives right into a zillion parameters which most people only use after they get proficient. I think this Page may be in need of an update. It tells you that to upload a file you need to access the 'Toolbox' at the left of the page. As far as I can see, there is no such thing. How do I upload an image?— Unsigned, by: Dilgreen / talk / contribs

Thing is, you don't until you've made one or two edits & become "autoconfirmed". Not that we don't trust you, but we don't know you yet. What image were you wanting to upload, anyway? (oh: Please sign talk page entries using four tildes like this: ~~~~ or by clicking on the sign button: SigButt.png, on the toolbar above the edit panel. Thank you.) Scream!!
