Along with 'government files on UFOs and research thereon' (such as mentioned here and here) there are probably strategy files on exopolitics (including "Requests to 'Take me to your leader' - the options").

A reasonable 'suppose so' rather than a 'know so.' (There are also going to be many other such policy documents for 'low probability but not impossible scenarios' (for all the obvious reasons - there #will# be another Carrington event sometime, and the feasibility of the various SF-comet-buster options).
