Came across the democratic state usage 'long ago.'
A related usage would be 'fresh (food)'/'latest fashions' in the shops - nobody offers stale food (as distinct from dried) or old fashions (until they become 'retro'/'vintage' or older). 86.146.99.55 (talk) 14:06, 15 March 2017 (UTC)
