That isn't true, because the House makes the rules for how they want to pursue Impeachment. Only requirement is that articles of impeachment are recommended by the Judiciary committee and voted on by the full house.--RipCityLiberal (talk) 18:51, 9 October 2019 (UTC)

The problem is - Trump is guilty of 'incitement to violence and encouraging disruptive behaviour' but 'weapon of impeachment' is the only tool available against him (while any legislation to handle such activities probably could not be made retroactive - the Brian Haw situation - without causing another protest by DT's supporters).
