Bob: Is there somewhere in RW that one could make a suggestion for a policy statement? What I've got in mind is:
As wandals, trolls, etc are basically attention seekers they should never be fed. Merely knowing that they've caused a little stir will be justification enough for them to repeat. So "revert & ignore" would seem to be a good rule of thumb.
